“Development of Vietnam’s Long-term energy transition targets”

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The project “Clean Affordable and Secure Energy for Southeast Asia (CASE)” implemented by GIZ is looking for a group of local consultants to conduct a study “Development of Vietnam’s Long-term energy transition targets”.

In this context, GIZ Office Hanoi is conducting a public tender to seek three qualified individual local consultants (hereafter referred as LCs)to carry the study with:

a. Timeframe: tentatively from 10th November 2021 until 10th May 2022.

b. Place of assignment: Hanoi/Vietnam.

Energy/Power Sector Modelling Expert (EPE)

- A relevant Master’s degree, 20 years of relevant full-time work experience and not below 15 years of experience in energy and power system or similar.

- Proven extensive knowledge of the political landscape of Vietnam energy/power sector through the experience in leading and participating in related research/publications.

- Proven extensive knowledge of global trend of energy/power sector development through the experience in leading and participating in related publications/projects.

- Demonstrable ability of analytical and drafting work, etc.

- Excellent analytical, teamwork and facilitation skills.

- Ability to meet deadlines and prioritize multiple tasks.

- Proficiency in both Vietnamese and English language.

Land use and Natural Resources Management expert (LuE)

- A relevant Master’s degree, 20 years of relevant full-time work experience and not below 15 years of experience in land use and environmental/natural resources management or similar.

- Proven extensive knowledge of the political landscape of Vietnam in related fields through the experience in leading and participating in related research/publications.

- Proven extensive knowledge of land use policy, land use planning and modelling through the experience in leading and participating in related publications/projects.

- Demonstrable ability of analytical and drafting work, etc.

- Excellent analytical, teamwork and facilitation skills.

- Ability to meet deadlines and prioritize multiple tasks;

- Proficiency in both Vietnamese and English language.

Transportation expert (TE)

- A relevant Master’s degree, 20 years of relevant full-time work experience and not below 15 years of experience in transportation planning, transportation infrastructure development or similar.

- Proven extensive knowledge of analysing and assessing transport infrastructure development policy and investment in Vietnam.

- Proven extensive experience in participating in transportation planning and development projects/research.

- Demonstrable ability of analytical and drafting work, etc;

- Excellent analytical, teamwork and facilitation skills;

- Ability to meet deadlines and prioritize multiple tasks;

- Proficiency in both Vietnamese and English language.

Three LCs will be contracted to work in a team of six LCs who are experts in other related fields such as economics, energy, land use and natural resource management to conduct the study.

LCs are expected to have extensive experience, expertise and hold proven knowledge in relevant sectors.
