Assignment Title: River training and erosion protection in Mekong delta

Reference No. GEF -CS-QCBS-03

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam Mekong delta integrated climate resilience and sustainable livelihoods project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Tasks of (i) Collect data and survey (Review the previous or existing studies and documents on riverbank erosion; Collect relevant data; Topographic/bathymetric survey; Hydraulic survey; Water quality measurement and river bed composition sampling; Geological surveys); (ii) Modelling (Prepare a computational model to simulate the whole delta river system, Develop morphodynamical models for pilot sites; Develop morphodynamic models for pilot sites); (iii) Analysis of trends and causes of riverbank erosion and classify (Identify riverbank changes over the past two decades; Identify and classify main causes for riverbank erosion, Evaluate (future) trends in changing boundary conditions); (iv) Assessment of effectiveness (pro vs con) for deployed riverbank protection structures in Mekong Delta; (v) Identify potential solutions (Identify possible solutions for the pilot sites; Analyze solutions on costs and effectiveness using mathematical model; Assess environmental and social side-effects of solutions; Develop guidelines for selection of solutions, depending on location and type of problem); (vi) Database and maps (Identify current and possible future hotspots of riverbank erosion risk; Prepare maps and interactive Web-GIS application and database). (vii) Dissemination of results and knowledge transfer (Organizing seminars/workshops/training sessions; Reporting; Publications; Data archiving)

The estimated professional staff months is about 86 man-months. The implementation period is expected during 10 months from the date of signed contract.

The Central Project Office (CPO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) General experience: The Consultant firm must provide information on relevant technical capacity and experience of the firm (or member firms in the case of a Joint Venture); core businesses and years of business; policies, procedures or standard practices adopted to promote quality; organization and management of consultant teams; how the consultant handles complaints regarding the performance of your staff or the quality of reports submitted for this assignment. The Consultant must have at least 10 years of experiences in the fields of irrigation, water resources, natural disaster prevention.

(ii) Similar experience: The consultant shall provide the information related to technical capacity and experience of the firm which is in relevance to identify river training measures and river bank erosion management solutions, securing short and long-term stability of local livelihoods, riverine infrastructures and enhancing river bank management capacity etc. on multi-provincial scales; Among those, similar contracts are defined as contracts related to researches and design projects in irrigation/water engineering, especially projects in shoreline erosion prevention and protection funded by international organizations or co-sponsored by bilateral donors (with supporting documents such as signed contracts and/ or certificates of completion) in which the firm has participated as individual bid consultant/sub-consultant or an association/ a joint venture.. Significant advantages will be given to consultants whose contracts clearly state scopes of work and level of complexity similar to this assignment.

(iii) Geography experience: The consultant shall provide the information related to experience in implementing similar contracts/ assignments related to water management resources in Vietnam and/ or other South East Asia countries, and Mekong Delta in particularly

Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain five (5) to eight (8) eligible firms.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
