Investment objectives: To step by step build a synchronous infrastructure system, enhanced connectivity, shorten the time to connect the Central Highlands provinces with the southern key economic region and the economic, social and industrial centers along National Highway 20. Improve the capacity of goods transport, trade and foreign affairs to meet the increasing demand, reduce congestion and traffic accidents for the overloaded National Highway 20, especially traffic black spots in the area of Bao Loc pass.

Creating a driving force for breakthrough socio-economic development, promoting tourism development of Lam Dong province in particular and the Central Highlands in general; making an important contribution in expanding the space, building and developing Da Lat city, Lam Dong province into a modern urban area

Project scale:

The total length is about 66 km, of which: in the territory of Dong Nai province about 11 km (passing through Tan Phu district); Lam Dong province is about 55 km (passing through Da Huoai, Da Teh, Bao Lam and Bao Loc city).

+ The starting point of the project is at Km60+100 (coincident with the end point of the Dau Giay - Tan Phu expressway project at the overpass directly at the intersection of National Highway 20) in the territory of Phu Trung commune, Tan Phu district, Dong Nai province.

+ The end point of the project is at Km126+360, intersecting with Nguyen Van Cu street, Bao Loc city, Lam Dong province.

- Invest in building a route according to highway standards (TCVN 5729:2012), with a design speed of 80km/h.

-The scale of the project is divided into two specific phases as follows:

+ Phase of divergence: Layout width of roadbed Bbase=-17.0m with 04 lanes for cars (in which: road surface Bside = 4x3.5m = 14.0m; median strip Bms = 0.5m; in-safety band in Bisb = 2x0.5m = 1.0m; outer-safety band Bosb =2x0.25m = 0.5m; ground margin Bmargin= 2x0.5m= 1.0m). At interchanges; bridges with large structural span or pier height; the road foundation sections are deeply dug and embankment; the location of soft soil treatment is invested according to the scale of the complete phase with the width of the roadbed Bbase = 22.0m.

+ Build works for exploitation, operation center, intelligent traffic system, toll station, technical inspection station on the route, etc. to ensure synchronization and efficiency according to current standards and regulations.

+ Emergency stop section: arranged intermittently with a distance of 4.0- 5.0 km/position and comply with TCCS 42:2022/TCDBVN (highway motorway - design and organization of traffic in the phase of construction investment divergence).

+ Complete phase: cross-sectional scale of the complete stage, road bed width Bbase = 22.0m with 04 lanes for cars and 2 lanes for continuous emergency stopping.

Project location: Dong Nai province and Lam Dong province

Contract type: BOT

Project implementation period: The divergence stage: Prepare to invest, implementing the Project from 2021-2026; be completed and put into operation in 2026.

- Completion phase: Making investment in line with traffic demand expected after 2035. In terms of capital arrangement, the completion of investment will be accelerated to improve service quality for the expressway

Land, water and other natural resource demand:

- Realization of site clearance to the full scale (road foundation is 22m wide) with the total land use demand of the Project is expected to be about 455 ha, of which: Dong Nai province about 81 ha, Lam Dong province about 374 ha.

- The area applying for conversion of forest use purpose is 186.21 ha of forest (including 126.37 ha of natural forest, 59.85 ha of planted forest), in

which: Lam Dong province is 144.78 hectares, Dong Nai province is 41.43 hectares

Preliminary total investment: Investment incentives and guarantees: Investors and enterprises of PPP projects are entitled to investment incentives and guarantees in accordance with the PPP Law and other relevant laws

State capital: The state capital participating in the project is VND 6,500 billion, of which: VND 2,000 billion from the central budget (According to Document No. 419/TTg-KTTH dated April 2, 2021 of the Prime Minister); budget capital of Lam Dong province 4,500 billion VND (According to Resolution No. 35/NQ- HDND dated November 8, 2021 of the People's Council of Lam Dong province).

-Equity of investors: Approximately VND 1,605 billion.

-Other mobilized capital: About 9,095 billion VND from legal mobilized

sources.

Expected price bracket, fees for products and services for road use: expected starting price is about 2,000 VND/car for group 1/km. Service charge rates between the remaining vehicle groups compared to group 1 are determined according to the correlation coefficient between vehicle groups in the form of toll collection specified in Circular No. 35/2016/TT-BGTVT (coefficient of vehicle group 2 is 1.3 times, group 3 is 1.7 times, group 4 is 2.7 times and group 5 is 3.8 times). The investor shall invest, manage, operate, maintain and repair the work during the project's exploitation period and collect fees in the form of closed toll collection.

Investment incentives, guarantees: Investment incentives and guarantees: Investors and enterprises of PPP projects are entitled to investment incentives and guarantees in accordance with the PPP Law and other relevant laws

Plans to share the revenue increase and decrease: The project does not apply the mechanism to share reduced revenue compared to the project's financial plan. The increased revenue will be calculated in the next step according to the provisions of Clause 1, Article 82 of the PPP Law and specified in the Project Contract
