Mục đích của dự án là thực hiện xử lý ô nhiễm môi trường Dioxin tại sân bay Biên Hòa. Điện và nước cần phải được cung cấp để thực hiện quy trình xử lý dioxin. Chủ dự án, Bộ Tư lệnh Phòng không - Không quân (ADAFC) đã lắp đặt trạm biến áp điện và hệ thống nước trong năm 2022 để sử dụng cho hệ thống xử lý ô nhiễm Dioxin của dự án. Hệ thống xử lý dự kiến sẽ bắt đầu hoạt động vào giữa đến cuối năm 2025. Cả trạm biến áp điện và hệ thống nước đều không hoạt động kể từ khi lắp đặt và sẽ tiếp tục không hoạt động cho đến năm 2025.
Tetra Tech đang tìm kiếm công ty chuyên nghiệp để hoàn thành nhiệm vụ sau cho cả trạm biến áp điện và hệ thống nước:
1. Thực hiện kiểm định hiện trạng trạm biến áp điện và hệ thống nước (bao gồm trạm bơm và bể chứa).
2. Xây dựng hai báo cáo đánh giá tình trạng riêng biệt (bằng tiếng Anh và tiếng Việt), sau khi hoàn thành kiểm định; một báo cáo cho trạm biến áp và một báo cáo cho hệ thống nước bao gồm đề xuất những hạng mục cần sửa chữa.
3. Xây dựng kế hoạch vận hành và bảo trì (O&M) (bằng tiếng Anh và tiếng Việt), một kế hoạch cho trạm biến áp và một kế hoạch cho hệ thống nước, và
4. Thực hiện bảo dưỡng định kỳ trong thời gian thực hiện ghi trong hợp đồng này để đảm bảo trạm biến áp điện và hệ thống nước được duy trì trong tình trạng tốt, sẵn sàng đưa vào sử dụng vào năm 2025. Thời gian thực hiện O&M sẽ được xác nhận sau khi đánh giá tình trạng và khuyến nghị.
Tetra Tech mời các công ty gửi báo giá tốt nhất và cuối cùng (BAFO) cho các nhiệm vụ được liệt kê ở trên. Tất cả các báo giá phải có giá trị trong tối thiểu 90 ngày.

Tetra Tech, Inc. (Tetra Tech) is implementing the U.S. Agency for International Development (USAID) funded Architect - Engineer Services II for Dioxin Remediation at Bien Hoa Airbase Area Activity (referred to as the A&E II project). The aim of the project is to perform environmental remediation of dioxin at the Bien Hoa Airbase. The environmental remediation dioxin treatment process requires power and water. The project owner, Air Defense - Air Force Command (ADAFC) installed a power substation and water system in 2022 for use by the project dioxin treatment system. The treatment system is projected to start operations in mid to late 2025. Both the power substation and water system have been idle since installation and will continue to be idle until 2025.
Tetra Tech is seeking professional company to complete the following task for both the power substation and water system:
1. Perform inspection of current condition of the power substation and the water system (which includes pumping station and storage tanks)
2. Develop two separate condition assessment reports (in English and Vietnamese), after completing the inspections; one report for the substation and one report for the water system including any recommendations for repairs.
3. Develop O&M plans (in English and Vietnamese), one plan for the substation and one plan for the water system, and
4. Perform routine maintenance for the period of performance stated in this agreement to ensure the power substation and water system are maintained and kept in good condition, ready for use in 2025. The period of performance for O&M will be confirm after the condition assessment and recommendations.
Tetra Tech invites firms to submit their Best and Final Offer (BAFO) for the above listed tasks. All quotes should be valid for a minimum of 90 days.
