Là một Tổ chức trực thuộc Nhà nước Liên bang, Tổ chức Hợp tác Quốc tế Đức (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH) hỗ trợ Chính phủ Đức nhằm đạt được các mục tiêu trong lĩnh vực hợp tác quốc tế hướng tới phát triển bền vững. Thay mặt cho Chính phủ Đức, GIZ đang cung cấp các dịch vụ tư vấn cho Chính phủ Việt Nam trong bốn lĩnh vực ưu tiên: (1) Đào tạo nghề, (2) Chính sách môi trường và sử dụng tài nguyên thiên nhiên bền vững, (3) Năng lượng và (4) Phát triển kinh tế bền vững. Để quan tâm đến tình trạng sức khỏe của nhân viên, bên cạnh các quyền lợi bảo hiểm y tế xã hội bắt buộc theo quy định, kể từ năm 2010 GIZ đã cung cấp cho tất cả nhân viên địa phương (NP) tại Việt Nam một gói chăm sóc sức khỏe bổ sung. Do quy trình giải quyết các dịch vụ yêu cầu bồi thường rất phức tạp cho hơn 300 nhân viên địa phương tại Việt Nam, GIZ Việt Nam mong muốn tìm kiếm và ký kết hợp đồng với một nhà môi giới bảo hiểm, nhằm giúp nhân viên GIZ Việt Nam giải quyết và xử lý các yêu cầu bồi thường đối với công ty bảo hiểm. Hơn nữa, theo quy định của Việt Nam, GIZ với tư cách là người sử dụng lao động phải thực hiện việc kiểm tra sức khỏe hàng năm cho nhân viên của mình. Gói khám sức khỏe hàng năm cũng được công ty bảo hiểm quản lý thông qua công ty môi giới bảo hiểm.
Vì vậy, Văn phòng GIZ Hà Nội tiến hành thực hiện đấu thầu rộng rãi tìm đơn vị tư vấn trong nước đủ điều kiện để thực hiện gói thầu này như sau:
a. Thời gian dự kiến: từ 01.01.2025 đến 31.12.2026 (có khả năng gia hạn thêm 02 năm)
b. Địa điểm: Việt Nam
c. Số nhân viên được bảo hiểm khoảng 300 người
d. Nhiệm vụ:
- Tiếp quản chương trình bảo hiểm đã thỏa thuận vào năm 2025, tiếp tục quản lý hợp đồng và dịch vụ bồi thường vào năm 2025;
- Rà soát, tư vấn, thiết kế chương trình bảo hiểm mới cho năm 2026 (có khả năng gia hạn thêm 02 năm);
- Làm việc/Đàm phán với các công ty bảo hiểm để có được báo giá cạnh tranh nhất cho chương trình bảo hiểm GIZ cho năm 2026 (có khả năng gia hạn thêm 02 năm);
- Hỗ trợ GIZ trong quản lý hợp đồng bảo hiểm cũng như dịch vụ bồi thường từ năm 2025 (có khả năng gia hạn thêm 02 năm).
Các đơn vị tư vấn trong nước cần gửi email tới question-from-bidder-PoS-VN@giz.detrước ngày 20.06.2024 để nhận Hồ sơ quan tâm.
Các đơn vị tư vấn quan tâm xin chuẩn bị các hồ sơ sau bằng tiếng Anh:
1. Thư quan tâm (do Giám đốc/người được ủy quyền kí và đóng dấu của đơn vị)
2. Hồ sơ năng lực (bao gồm bản sao Giấy phép Kinh doanh (với công ty) hoặc Quyết định Thành lập (với hiệp hội), giấy Chứng nhận Đăng ký Thuế, sơ đồ tổ chức, tóm tắt kinh nghiệm tư vấn trong lĩnh vực …)
3. Báo cáo tài chính đã được kiểm toán trong 03 năm gần nhất (2021-2022-2023). Lưu ý: Các thông tin quan trọng trong báo cáo tài chính đã được kiểm toán hoặc báo cáo thuế hàng năm phải được dịch sang tiếng Anh nếu tài liệu chỉ bằng tiếng Việt
Các đơn vị quan tâm gửi Hồ sơ quan tâm đến VN_PoS_Quotation@giz.de trước 17g (giờ Hà Nội) ngày 27.06.2024 với tiêu đề email: “Tender 83466824 - GIZ Office Hanoi-Eligibility dossier”

Acting as insurance broker for the additional health insurance package

On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. Taking care of the health conditions of staff, beside the mandatory state social health insurance benefits, GIZ has offered to all national personnel (NP) in Vietnam an additional health care package since 2010. Due to the very complex process in dealing with claiming services of more than 300 Vietnamese staff members, GIZ Vietnam would like to outsource this task and to conclude an insurance policy with an insurance broker, which will help GIZ Vietnam staff in settling and processing claims towards the insuring company. Furthermore, according to the Vietnamese regulation, GIZ as an employer has to provide their staff with the annual health check. The annual health check package is also administered by the insuring company through the insurance broker.
Thus, GIZ Office Hanoi is conducting a tender to seek qualified Local Consultancy company (here after called as LC) for the assignment:
a. Tentative duration: from 01.01.2025 until 31.12.2026 (with possibility of extension up to 2 years)
b. Place of assignment: Vietnam
c. Number of insured staff approximately 300 national personnel
d. Tasks:
- Take over the agreed insurance programme in 2025, follow up with policy management and claim services in 2025;
- Review, consult and design the new insurance programme in 2026 (and possible extension to end of 2028);
- Work/Negotiate with insurance companies to get the most competitive quotations for GIZ insurance scheme in 2026 (and possible extension to end of 2028);
- Support GIZ in insurance policy management as well as in claim services in 2026 (and possible extension to end of 2028).
