Văn phòng GIZ Hà Nội thực hiện đấu thầu rộng rãi Gói thầu để tìm ra nhà thầu có đủ điều kiện và có kinh nghiệm (10 năm kinh nghiệm) để Cung cấp và Quản trị Dịch vụ lữ hành cho GIZ Việt Nam trong 01 năm từ 01.01.2026 đến 31.12.2026 có khả năng gia hạn 01 năm với hiệu quả cao nhất về chi phí. Công việc này đòi hỏi phải sắp xếp, đặt vé cho khoảng 3000 chuyến bay quốc tế và trong nước và các dịch vụ liên quan khác với doanh số bán vé khoảng 25 tỷ đồng mỗi năm.
Do đó, Văn phòng GIZ Hà Nội thực hiện đấu thầu rộng rãi để tìm kiếm 01 (một) công ty chuyên cung cấp vé máy bay (sau đây gọi tắt là Đơn vị thầu),đủ năng lực để thực hiện gói thầu như sau:

a. Yêu cầu: Đơn vị thầu gửi hồ sơ thầu (bằng tiếng Anh) bao gồm:
Hồ sơ quan tâm:
A. Tiêu chí loại:
1. Thư quan tâm (có chữ ký của người đại diện và đóng dấu của công ty)
2. Giấy phép kinh doanh
3. Đăng ký mã số thuế
4. Báo cáo tài chính được thuyết minh từ 04 năm trước 2021, 2022, 2023, 2024 bao gồm Bảng cân đối kế toán, Kết quả hoạt động kinh doanh, Bảng lưu chuyển tiền tệ, Quyết toán thuế)
5. Thư chứng nhận khả năng thanh khoản tốt từ ngân hàng
6. Bằng chứng Quốc tịch Việt Nam yêu cầu đối với Nhân sự (1. Nhân viên tư vấn đặt vé và Nhân viên trực hỗ trợ 2. Quản Lý Khách hàng GIZ – Giám đốc/Phó Giám đốc)
B. Tiêu chí đánh giá:
1. Hồ sơ công ty:
· sơ đồ tổ chức, hồ sơ nhân sự, danh mục dịch vụ, số năm kinh nghiệm cung cấp dịch vụ có liên quan
· danh sách các văn phòng hội sở tại Việt Nam và trong khu vực
· xác nhận kinh nghiệm trong lĩnh vực dịch vụ có liên quan (cung cấp ít nhất 03 thư giới thiệu hoặc các văn bản tương tự của các công ty/tổ chức quốc tế)
· Thông tin tài chính: lợi nhuận ròng, tỷ lệ hiện tại = tài sản ngắn hạn – khoản thanh khoản ngắn hạn, Lợi nhuận trên vốn chủ sở hữu = lợi nhuận ròng/ tài sản sau thuế
2. Bằng chứng chứng nhận:
· Bản công chứng giấy chứng nhận đại lý chính thức IATA
· Giấy chứng nhận đại lý cấp 1 của Vietnam Airlines, Bamboo Airways, Turkish Airlines, Qatar Airways, Emirates, Singapore Airlines and Air France
· Giải thưởng và đăng ký hội viên trong các hiệp hội các công ty lữ hành
b. Cách thức nộp hồ sơ
Việc thực hiện hợp đồng có liên quan đến việc xử lý dữ liệu cá nhân bởi nhà thầu. Do đó, nhà thầu dự thầu cần đảm bảo tuân thủ đầy đủ các quy định pháp luật hiện hành trước khi gửi hồ sơ năng lực, đặc biệt là Nghị định số 13/2023/NĐ-CP ngày 17 tháng 4 năm 2023 về bảo vệ dữ liệu cá nhân ("Nghị định 13"), và Luật Bảo vệ Dữ liệu Cá nhân của Việt Nam sẽ được ban hành trong thời gian tới.
Các đơn vị tư vấn gửi hồ sơ năng lực đến email VN_PoS_Quotation@giz.de trước 17g00 (giờ Hà Nội) ngày 20.08.2025 với tiêu đề: “Tender 83488169-Eligibility dossier-Company name”.
Vì lý do bảo vệ dữ liệu và an toàn thông tin: Trong trường hợp tổng dung lượng hồ sơ dưới 10 MB, đơn vị tư vấn có thể đính kèm trực tiếp file vào email gửi cho chúng tôi. Trong trường hợp tổng dung lượng hồ sơ trên 10 MB, các tệp phải được gửi qua hệ thống GIZ filetransfer. Chúng tôi sẽ cung cấp hướng dẫn sử dụng hệ thống filetransfer. Các liên kết (link) được nêu trong tài liệu và các tệp được gửi qua các ứng dụng/hệ thống khác không được chấp nhận.

GIZ Hanoi Office is conducting a public tender with a package to seek eligible and experienced service providers (10 years) to offer the best value for money services in Package Travel management to GIZ Vietnam for 01 year from 01.01.2026 – 31.12.2026 with a possibility of one year extension. This requires handling around 3000 international and domestic flights and other services with a ticketing volume of around 25 billion VND per year.
Therefore, GIZ Hanoi Office is conducting a local public tender and seeking for professional and qualified local companies for the package – one company in the travel management in Vietnam (hereafter called as bidders) for the assignment as below:
a. Tentative timeframe of the assignment:
Package (83488169) – Travel management: from 01.01.2026 – 31.12.2026 with a possibility of one year extension.

b. Submission requirements: Interested bidders shall submit the following documents in English:

B. Assessment Criteria:
1. Company profile:
· organizational chart, staff profile, list of services and the concrete number of experiences in the provision of these services,
· list of representative offices in Vietnam and in the region).
· Proof of experience/reliability in the relevant service area (at least 3 reference letters; similar evidence from selected clients/projects of international companies/organizations).
· Financial key data: net profit, the current Ratio = Shortterm asset / short-term liability, Return on Equity (RoE) = Net profit / equity
2. Evidence of Accreditation:
· Notarization copy of IATA accreditation certificate
· Authorization as Tier 1 agent of Vietnam Airlines, Bamboo Airways, Turkish Airlines, Qatar Airways, Emirates, Singapore Airlines and Air France
· Other membership / award certificates in travel agency associations
c. Method of bid submission
The performance of the contract involves the processing of personal data by the contractor. Therefore, the bidder is required to ensure full compliance with applicable legal provisions before summiting Eligibility dossier, in particular: Decree No. 13/2023/ND-CP dated 17 April 2023 on the Protection of Personal Data ("Decree 13"), and the forthcoming Law on Personal Data Protection in Vietnam, once enacted.
Bidders send Eligibility dossiers to VN_PoS_Quotation@giz.de before 5 PM (Hanoi time) on 20.08.2025 with email subject: “Tender 83488169 Eligibility dossier-Company name”.
For data protection and information security reasons: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ file transfer system. We will provide guidance for using our file transfer.
